Look to Windward kind of felt like the final Culture novel (though the recent publication of Matter proves differently). It’s a full-on space opera in which you find out more about the inner workings and nature of the Culture than in any other Culture book. While it’s filled with Banks’s typical humor, Look to Windward also grapples with big, dark themes like grief, revenge, terrorism and colonialism. It’s funny, frightening, tense and exciting, both epic in scope and minute in detail. This is definitely a Culture novel I would read again.
